Pretty cool looking. I could see a UNE Planetstorm equivalent. The only trick is not giving all the goodies to one race (e.g. only Fantasians deploy snipers), and avoiding making one race too good at too many things (e.g. making UNE too good at speed when this is a hallmark of the Fantasians). Otherwise you end up with the Infranites.

Or another option that does allow everyone to deploy special units

Example suggestions and only for Planetstorm play

Everyone can have snipers.

UNE one per company double cost
Fantasians  one per unit
Infranites one per company but cost 4 times more than any other trooper

Infranites bikes per current rules
UNE bikes only scout and Commando's double cost

etc

The idea is that limits are not only per size of the unit but cost more than normal too.
The cost of the special non-standardize unit does not reflect it's effectiveness but its support costs. So, since Infranites do not have the mind set or the TO&E for snipers, they cost lots more than UNE that does have the mind set for them but not the logistics and training.

Yeah..I always thought there should be a standard core and specialized units in every faction

Establish a threshold for all units and provide a base discount for races that have a particular affinity for certain types of warfare or Unit type. Discount could be reflected in UPV, special racial equipment or unit size. Fore example, a Fantasian Unit can deploy a "Sniper Team" at 1.5 Times the Cost of a single UNE Sniper
